What makes a "Discovery" tool?

Library Journal 2/15/12:  a report by David Rapp on Dartmouth's implementation of Summon, a discovery service:

"We currently have a super abundance of resources accessed through a complex, disjointed discovery layer...  One search box to rule them all-- federated discovery of all available resources... from a single point of entry is an overarching need."  "Undergraduates, in particular, took to Summon immediately, owing to its ease of use, finding it 'fast, simple and familiar.'  Familiar to Google, specifically... single search box... "
